Other Titles as the Dashboard for the second Tab at the Plugins.

The Title Dashboard is not correct for some Plugins for example the MD Editor on that after the Dashboard the Configuration for the Editor Modes are hidden.
One possibility it would be to use the Title of te Form. Another would be to make them renamable.

I would agree, I would say configuration or extras as the label instead of dashboard in the view for the Admin.

The label of the second tab is now managed by the plugin's translation key.
